E. globulus subsp. maidenii (or E. maidenii) and sometimes also E. globulus subsp. pseudoglobulus (or E. pseudoglobulus) have 7-flowered inflorescences but the bud form does not match. Definitely not E. globulus s.l.

Not Eucalyptus globulus, the clustered small buds don't match (E. globulus has large buds singly or in 2s or 3s).
